Tabs cannot be reordered in the web UI. herdr can (tab.move); the app has no endpoint for it.

Proposed: a grip on each tab in the tab strip, dragged by touch or mouse, and Alt+Left/Right on a focused tab. The new order shows at once and herdr's snapshot confirms it; if herdr refuses, the old order returns. Adds POST /api/tab/move.
