A tab's menu opens from its chevron or a right-click. A touch screen has no right-click, and the menu cannot make a pane: herdr has pane.split, the app no endpoint for it.

Proposed: press-and-hold on a tab opens the menu, and the menu gains New pane to the right, New pane below and New tab. Adds POST /api/pane/split (a shell in the same tab and folder).
